    Haven't seen the tutorial but it looks like a ribbon rose easily made by turning and twisting the fabric- fleece would work well

    Looks to me like the wool is felted, then cut into a strip(s) and folded like a ribbon rose -- remember doing this a lot of years ago.

    If you google you tube ribbon roses there are a lot of tutorials. Instead of ribbon use the felt.

    It looks like a ribbon rose done out of polar fleece. Cut a piece of the fabric maybe about 1 1/2 inches. You could of course also use felted wool.
    Here is a link on how to do ribbon roses, you can just google them and find lots of results.

    This is not the same pattern. The one I have is not made from pieces, it is made from a strip of wool.
