What a cute quilt! Great ideas with the quilting. I'd add some swirls in the sky by the sails. Maybe a little wave design in the small border. Some piano keys in the large outer border.

I agree with tartan on doing the water stipple around boats. For the border have you thought of using the image of the sail boats in a thread that matches fabric? It would look like a line of boats sailing along. you could even angle a boat in the corners.

Adorable quilt, as Tartan suggested, I would do a wave line under the boat and outline stitch the boat and stars, which should be enough, but you can always add some stipple quilting as well; with perhaps diamonds or stars in the border.
