I have a Kenmore machine and a Singer 301a...both have a foot called a Ruffler. I think this foot would do what you are describing; do you have one? Good Luck and I hope that someone else gives you more options.

I know you stretch knit fabrics to get lettuce edges. I pretty sure you do a close zig-zag stitch over edge.
Just went out and tried it, close zig-zag almost a satin stitch over edge of fabric as you stretch it. It would be good idea to practice with scraps to see how much stretch to get wave you want.

it is not the foot, that makes it ruffle..you have to STRETCH/pull the fabric really tight when you sew it and when you let go it will be ruffled...
