Default Smearing of blue hand embroidery lines

I received a beautiful hand embroidered lap quilt/table topper to quilt for a friend to give as gift for another friend. I starched the embroidered top and some of the blue lines smeared. I tried a Q tip and hydrogen peroxide to remove the smear but it did not come out. Any suggestions. It is so nicely done and I feel bad this situation happened.

Soaking it in Restoration might remove the lines, but I wouldn't do another thing until I called her to tell her what happened. She may want to take it back to do it herself.

I had some blue pencil crayon marks on a quilt. I rubbed a little Oxyclean on it, washed it and it came out fine. Good luck! I know how sick it makes you feel.

I have told the owner about the problem and he said to go ahead and quilt it and he would deal with it later. Thanks for your suggestions.

I do mini-wholecloths that are marked with blue and simply washing them in plain water removes all the blue.
