That's just the way it's folded. There's about 1 3/4 inches on all sides of all the squares. They are pretty well centered. The problem is that the white backing wasn't cut straight. There are dips in the edges. I assume it was cut with scissors.
This is all hand pieced. When I bought it, about 1/3 of it was already sashed. The remaining rows and squares were numbered. There were holes where the white cornerstones went, but they were included. The rest of the sashing was included, but varied from 3" to 3 1/2 inches. It wasn't straight either. I ended up taking out the sashing and buying some new yellow fabric. (The only way to get those cornerstones in there was by hand, which I was unlikely to do.)
I finally decided to square it up, but didn't want to screw it up. So, I stared at it a while, then packed it up and put it in the closet. Now, 2 ufos later, I'm back to this one and still somewhat reluctant.

I too have dresden plate blocks that I acquired from my deceased sister. She had hand-stitched the patches and also hand-stitched to white blocks. I put together without sashing and like the appearance. I know I should hand quilt but I just can't muster up the energy to do this queen size. I usually tie my quilts with embroidery floss. I'm still considering which method I'll use.

You can fudge 1/8" easily BUT since it is a plain background, cutting them down to 12 would be easier. As for the corner stones, I think a fabric from the same era would be more fun than white - or use a solid color. It would brighten the top up. Nice blocks.
