What about drawing the edges together and applying a dot of clear (or in this case, blue) fingernail polish to it?
It'll wash out and be soft, and it'll fix the hole, or at least keep it from fraying. I've used this technique often, always with good-to-invisible results.

If cat is generally well-behaved, maybe his people need some training?
Sorry about the hole in the quilt - if this is for your own use, it can be repaired very inconspicuously - especially if you still have some of he fabric available.
