I asked about that policy at one of my regular thrift shops and they said it was because a lot of people deliberately take off the tag to try to get someone who doesn't know any better to give them a better price. It's not fair to the person who did NOT remove the tag and would really like to buy that item at whatever fair price they decide put on it. 8-)

I call it Karma. You don't know where that quilt had been or the circumstances why it found it's way to the thrift store. Try to look at the good side. There's a reason why you don't have it.

Hmmmm, that puts a new twist on it. You're right, I don't know anything about that quilt. I'm sure it found it's way into the right home, just like a stray puppy.
