transfering quilting design from magazine pages

If its the proper size, I just trace it onto the washaway interfacing (wash-n-gone, use it all the time on delicate embroidery) ~ you can draw it lightly with a pencil, or washout marker... or the red/blue marking pencils that wash out.
If it needs enlarged/reduced, I go to the library and get it to the right size. I have made a 3-ring binder to hold my "stitch designs" over the last 5 years... makes it great for finding them later. Hope that helps!
If I am going to do a lot of that design, I have traced onto the plastic sheets you can get in the quilting notions dept ~ template sheets ~ and then I've used my Dremel engraver to make the slits... always go over the contours with an Xacto knife to get burrs off, then I can use my Pounce pad for larger areas or bigger areas.

This sounds like a job for a light box! Search here (or PM me) on how to make one yourself with dollar-store items. You might have to darken the lines of the magazine's design to make it show better, then just trace directly onto the white fabric with the marking tool of your choice.
