I consider a quilt top waiting to be quilted a finished quilted top. And that's all.
To me, it's not a UFO or a WIP--at least not until it becomes a "sandwich"--at which time it is either a UFO or WIP.
I have a stack of tops that I hope to work again in the fall, (for charity, mostly) but I don't really want to handle all that weight and batting until it is cooler.

UFO - I haven't worked on it recently and probably won't for another month or so. In my world this is further separated into sandwiched (and maybe some quilting done) or just top completed.
WIP - I'm currently working on it or it has been set aside for only a few days or a couple weeks to work on a priority project (or to try out that one I just have to try right now. Lol!) Usually have two or three in this status.
