For this particular block, I'd make all the HSTs first (there are 3 in each unit, no flying geese). Then I'd make the 4 pinwheel sections that go in the center.

I'd then join 2 yellow HSTs to each other and a red/green HST to each of the pinwheel quarters. Then I'd join the yellow HST set to the pinwheel quarter set resulting in a 4-patch unit. To finish the block, I'd join the top units, then the bottom units, and finally the top pair to the bottom pair.

If I were making blocks for a whole quilt however, I'd make all the HSTs and all the pinwheel sections before I started construction on the individual blocks. It's just easier for me to finish one whole step at a time than to jump back and forth between them.

love the secondary pattern this will produce---beautiful fabrics. This would also look nice as a scrap quilt.

Thanks to everyone for your kind comments. I was a little worried that it was too bright, but it appears some of you share my love of "brights." The block is one of 12 in a sampler quilt pattern, so it doesn't have a name. The quilt pattern is Tonga Rhapsody and it's from Wing and a Prayer Design. You can see it at http://wingandaprayerdesign.com/TR-BOM2011.htm. The version they show is really dark, which doesn't appeal to me, so I switched colors. I looked the block up in Blockbase and there is one very similar called Pinwheels and Squares. The only difference I can see is the center section. The center on the Rhapsody pattern is made of three piece squares and the one in Blockbase is just half square triangles.
