The surface the mat in on makes a big difference too. My sew group had the large Sullivan's mat that covered the table where we met. No one could make a decent cut on it using all types of cutter. We changed meeting room and the mat was taken and put on another table mostly to protect the table. Amazingly there wasn't any problems cutting on it. We only thing we could figure out was the old table had a slight give on the surface when we tried to cut.

My washer has vanished....can I make something like a piece of felt or whatever to substitute for the washer?

I would say no. The washer is not a flat washer. It is a spring washer that is shaped so that it applies pressure as you tighten the screw. It looks like this: https://www.etsy.com/listing/1165166...nt-wave-spring
At least this is what it looks like on several different brands that I have. It's possible yours is different. Do a search on google for the brand of your cutter, and how to change the blade. They should have a picture of the washer that is used for your brand.

This happens to me when I nick the blade by hitting the blade on the ruler. I get a dull spot on the blade and usually just back up and inch or so and start cutting again. When I get tired of all the dull spots, I just have to put a new blade in.
