I always shop online. You talk about shipping prices being high, I think its still cheaper than gas.
I shop fat quarter shop and Ericas. I usually wait for the sales. What I save more than pays for the shipping.
They both have great quality fabric. Ericas usually has thread sales that fat quarter shop doesn't.
Fat quarter shop seems like they have been having more sales.

I am surprised that I didn't see one of my favs = Missouri Star Quilt Co. They seem to have the best selection of precuts and usually plenty of yardage to along with them. Shipping is only $5.00, plus you get points and can deduct those points off your next order. I have never been disappointed in them and great customer service! Fabric.com is at the top also.

besides the ones already mentioned, try Fabric Fanatics for batiks-they have lots of name brand batiks on sale for under $8--my only complaint is there are so many on sale and they are not arranged by color!

I've gotten some great bargains on marvelous fabric--$4.99 yd, 1/2 price-- lately at Today's Quilting. Free US shipping with $85 purchase, and free fat quarter of your choice at $100, and all fabrics are discounted from list price. I even won the monthly drawing recently for a $50 gift certificate (no purchase necessary to enter), which of course I promptly and happily used.
The Quilting Hen provided me very happy shopping when they had a $3/yd sale a few months ago. Hancock's of Paducah was a favorite for their wonderful sales, quality and service, but while those are still great their much vaunted "new and improved" website is very frustrating for me; I'm hoping they fix that soon.

Being an extreme senior, I always shop online and the first thing I look for is free shipping with a minimum purchase.
This board has terrific bargains in the fabric buy and sell site - check it out too.
