Posted on Topaz but a good FYI for opals as well:
So the question has come up as to whether or not a person should alter their planned block so that more scraps are returnable to those who wish them back. My response, so you all know, is an unequivocal "no". As we've become more controlling, in general, in recent booms about color and style, I'm not going to encourage you to make blocks you don't want to make so a larger scrap can be returned. So, make what you want to make and return usable pieces - no shreds please - to the fabric owner if you have any left. Thank you!

You are correct Keep the scraps!!!! Sending them back is for the very few ask for usable pieces back so they can make more blocks for themselves.

Absolutely correct, Billi. Sewbizgirl, only a couple of people have requested the scraps back in Topaz. I don't think anyone on Opal has done so. This is just an FYI.
