    Didn't see if this got answered, but as I read the instructions, the block can measure between 12 1/2 and 24 1/2 inches. It is suggested that you make sure that the block finish at an even number + the 1/2 inch (1/4 inch seam allowance all around) ... so that the persons adding the borders won't have some nasty math to do in the event that they are needing to measure things out.
    Your finished quilt size is determined by the size you make the center, plus all of the borders.
    You probably didn't need to know all of the things I wrote, but I needed to write it so that if I have anything misunderstood, someone will jump in and save me from myself <g>.

    omak...you are correct. We wanted you to have more "control" over the finished size of your quilt with this RR. So...you decide the center size..exactly as you described. It can also be either rectangular or square. Add all the border measurements (X2-remember they go on all 4 sides) to your desired center measurement and you will get the finished size of your quilt. Yes, it probably will work out better if the number is an even number for the quilters who will be adding borders behind you.

    And...don't forget to add seam allowance to your measurements!
