    There is an empty spool inside, with some batting. I made it up as I went along.

    Dotty, Can I ask a ? Do you put the batting and stuff at the top of the empty spool then put it in the cup? I'm slow.......LOL I would love to make one for my SS at church. :)

    I gathered the batting & the fabric around the spool & secured it with a rubber band!

    I use sand on the bottom to keep the needles sharp, and wool to keep them nice and smooth. Would be afraid to use nuts due to allergies.
