I'm sorry but that is not what I was told from my Post Office and it does not say that online. I'm sorry but I do believe the person at your po told you wrong.
Here is what it says online about the regional boxes;
A quick, easy, and convenient way for you to ship Priority Mail® packages. The Priority Mail Regional Rate Box™ A1 is a top loading box for up to 15 pounds.
