Decoupage Embroidery is basically applique with a whole lot of extra steps to it, or at least that's my take after reading the instructions. It allows you to make appliques like the ones you'd pay big bucks for in the stores, ones that are much heavier duty than a simple applique.
It sounds like an interesting technique, but requiring extra tools and an embroidery machine, or so it seems. I imagine that someone could use a satin stitch on a regular machine if extra care and time were taken to do it slowly. I have a stencil cutter that heats up and has a VERY fine tip that would probably work on this process without buying another tool, if I were of a mind to jump in and give it a try.

Decoupage embroidery
DECOUPAGE EMBROIDERY. It is a free standing embroidery. This allows you to place your embroidery where you want on your fabric with a glue stick. Then you stitch around with an invisble thread. To accomplish the task, you will need a piece of organza, and a mesh stabilizer. I used No Show Fusible Stabilizer, which is a lighweight cutaway stabilizer on one side. Apply the fusible stabilizer to the back of the organza and then hoop both the stabilizer and the organza. After you are finished embroidering your pattern, you can cut away the stabilizer and organza with embroidrey scissors, or you can use a heat cutting tool, this is what I used. It is called Magic Heat Cutting Tool by Jenny Haskins. I also used Jenny Haskins Embroidery Design called "War on Roses.". You might find more information on her site. It is a very easy process to do.
