I think what I would do is quilt this with a simple X through each small panel, & 2 X's through the large panel. This shouldn't detract from the pictures in the panels.

Thank you. I knew if you could see a picture it would help greatly answer it.
I just didn't think a lot of quilting would be helpful, but i don't want it to fall apart after a yrs worth of washing.

What batting are you using? That will determine whether it will fall apart or not with the amount of quilting you do. Warm and Natural allows quilting lines up to 10" apart, so that could be a good choice for minimal quilting.

I used a similar panel in a quilt. I bought some batting that is normally used for potholders (Thin and dense), basted it around each panel, then proceded to single stitch around the main item (engine, train, etch) detail in each panel. Then I cut off excess batting, and added my sashing and other quilt pieces. Finally add your batting and backing, and machine or hand stitch. Ended up really cute. Then if you are machine stitching, just stitch in the ditch around the whole panel - no need to put a pattern through the picture.

I like to outline some of the pictures in the panel for more of a 3-d effect- of course I use my darning foot- so if that's not something your comfortable with- then the other suggestions are fine- ultimately you as the quilter have to be happy with what you do
