I just finished a quilt for my expected granddaughter. This will be my daughter's third child. I made quilts for the other two which get used all the time but never to cover up with when they were babies. She used them for tummy time on the floor when they were infants, play time on the floor when they could sit up but not crawl yet and later to set boundaries as to how close to the TV they could get (had to sit on the quilt or go no closer than the quilt etc) as preschoolers. They also now at age 2 and 4 will curl up with them on the floor but they were never used for warmth on a bed.
I say go for it and make the quilt. It will get used even in warm climate. I use quilts all the time in Florida. There's nothing like the comfort of a quilt to snuggle up with.

Because of the climate and topography (sand-sand everywhere!) some type of tile or other hard surface flooring is used, so quilts are very necessary for tummy time. Floor time doesn't end when they learn to walk either, so a quilt will be needed!

I live in Florida where it's almost always hot, everyone has AC, and all babies have quilts. Sometimes they're just used for decoration but usually they're used to cover the baby. I would think your original idea of outdoor themes would be a nice reminder of home.

A quilt is always welcome, especially to lie the babies down so they can explore and watch the new world. If you really don't want a cold weather quilt, just use flannel as batting, as it would be lightweight.
