Boogie Woogie sheep eyes?

Speaking from experience, the eyes seem like an adorable idea until the quilt gets used/washed a few times and the eyes are peeling off the background. Those tiny pieces of felt don't stay stuck very well. You can stitch around the white part no problem, but with the black you're either stuck with doing a crisscross pattern or a French knot or such & the edges will start to come unfused & peel up. If anything, I would just do embroidered pupils (either satin stitch or 3-4 French knots in a group).
I think they look fine without eyes, but if you are doing eyes, I agree with the others to make them silly. Maybe cut some in half with a slight curve & have the upper half match the "sheep skin" as an eyelid (eyelashes optional but recommended). Are you going to embroider a nose & mouth as well?
