My mom is in a nursing home but has a scooter to ride. They call it a motorized wheelchair - I call it a scooter. Anyhow, she wanted to know if I could make her a new bag to go on the arm. She had one but said it was getting fairly well worn. I live in another state and so knew this was going to be a challenging task. My sis sees mom often but has no picture taking skills. Anyhow, by guess or by golly, I made this little bag. I am hoping it will slide on over the armrest. It is hard to get measurements from someone who has no sewing skills. :-) Plus, it couldn't be too long or it would hang down and hit the fender. Will let you know how it worked.

I made one for myself, I'm not in a nursing home, but am in a scooter/power chair/motorized wheelchiar. I just call mine, my chair. Anyway, the one I made myself is 10" wide, and only 6" top to bottom. I wish I would have made mine longer. I origanally made it just to put my phones in so I didn't have to hurry for the phone. Now I try to carry more in it and stuff falls out, so the next one I make will be longer. And from the ruler you have there, that looks like a nice length. I did put elastic in the straps because I keep my arm a little lower in front so the controls go under my desk, and without the elastic, it keeps sliding forward. But if she keeps the arms level or tilted back a smidge it should work perfectly.

So is yours a chair a not a scooter? I would love to see how you made it, but my dad has a scooter, not a chair.

This is what mine looks like. I really just threw it together, no pattern. Just lined two pieces of fabric, then sewed three sides and added the pocket,( before sewing together of course) and added the straps. You could easily make something for your dads scooter. Does he have a place for a basket. I also have a scooter and I got a basket with it.
