I just ran in to look in my grandmother's sewing machine table. She has one too, top drawer. I was hoping it would still have something in there for confirmation. I am sure it is for used and broken needles.

Interesting......... I have a cabinate just like this but it dosen't have the little ink well type jar in it! I feel cheated. lol Mine has a thingy in it to put spools of thread or bobbins. Mine came from the very late 40s or early 50s. It came with a singer but mother replaced the singer for a necchi (for what ever reason unknown to me). I still use the necchi almost exclusively! Love the cabinate!

It's an inkwell that was inserted in a desk at school. The moveable top piece was slid aside to enable the insertion of the inkpen nib. I used one of these when I was in 3rd grade and we were learning cursive.
I also had very long braids at the time. The little boy behind me unscrewed the top and inserted my braid end into the inkwell. Momma had a fit cause it messed up a brand new dress I was wearing that day. LOLOL
