At the risk of sounding dumb
Can anyone tell me what this is? It appears to have a bobbin in the middle of it, with a pc on one end that has a hook on it.

I think it's too small to be a tatting shuttle. I think it's the shuttle and bobbin out of an old treadle sewing machine.
