If you love it, can picture loving it for a long time, have room for it, have done some sensiblle comparisons, and won't go in debt with your purchase, I would offer maybe 60 -70percent of a reasonable asking price to start. The person might not have a clue for fair price objectively if they don't know machines or if they are sentimentally attached.
Best thing is honest in your valuation. This past summer I happened upon a 15-91 I loved. Loved The look of the shiny machine, the pretty wood cabinet, the feel of the motor, that it was chock full of accessories, etc. He was asking 80 bucks. I thought it was fair (Baltimore market) but also admitted I am afraid of the faulty wiring and don't want to mess with that, so paying for a repair would cost me.. I offered 50, she accepted, and I am so happy.
For me, the bottom line is probably 80 % subjective and 20 objective.

I have a Willard I paid 35$ and a red eye I paid 70$ for both in that type of cabinet and both working.... .. they are great, one is my end table................ lol... hubby never knew it was a sewing machine...

You guys are pushing my buttons - you are right - this is not an appraisal site. Sewing machines can be full of surprises - some good and some bad. Check it over before you buy - do the home work on line for prices. Some people just want their machine to go to a good home and aren't really worried about the money. Some think they have a gold mine.

Bought a Singer red eye, early 1900's in parlor cabinet at a friends estate sale, their business, for $150 in great shape with feet, manual and decals, and extras including original sales receipt. The old in good shape tredles are high here in central FL and they ask very high prices for them and the FW's.
