I believe it is missing the stitch regulator lever
It is...and I'd buy it anyway, but pay less than the asking price. It's a pretty machine and easy fix.

It looks too much like a 115 to me just by looking at what few features I see. They are sometimes listed as a 15 but are more rare and most of them come with the Tiffany Gingerbread decals.

    What are the differences?

Not much but the stitch regulator is different and the direction of the bobbin case I think. I will go back and look at what the differences are but I know the stitch length regulator is the easiest way to tell.

I just purchased the same machine. ...So what's the verdict? 15, or 66?

It's definitely not a 66. The tensioner is on the left side of the machine.

It's either a 15 or a 115. Either way, your machine will take class 15 bobbins and standard 15x1 needles. (also called HAx1, 2020, 130, 705 and several other names)

The free online manual for the 15-30 will be close enough to help you get your machine sewing, even if it's a 115. :)

Since the decal nor the cabinet appears pristine I would probably pass or pay $45. It is pretty though and its design appears less comon.

No, the take up lever you are looking for sticks out to the left side, with the tension dial. This distinguishes a model 15 singer from all others...

I'm sure it's been posted already, but this is a model 15 with gingerbread decalling.

I think it's a Singer 115 with Tiffany decals. You're in Canada right? They seem to pop up here. I have two with Gold Wing decals. Here's a picture of one of mine. They are such nice machines!
