I got a 99 working this afternoon. It seems to be the machine of half unscrewed parts. I probably won't fix the knee lever though, I don't care for them.

The stuck fly wheel is no doubt a stuck needle bar - oil the shafts. I got my clone working. Like a fool I hit the shaft with a hammer - it moved but the machine did not. I had to oil the nose area stuff a bit more and then use heat the next day. Then I had to use a wrench on the hand wheel to get it free. Then I had to retime the machine. The reverse is still stuck. I hate push buttons.
I have a White with cam stack I've been working on, too. The seller told me the machine sews. Well it did sew but none of the knobs turn - I got most of the machine freed - the stitch selector knob still does not turn. I've soaked it in Kroil and turned it every morning but nothing turns yet. The reverse button and the feed dog drop started moving yesterday.
It can take time for the oil to penetrate and free things up.

I finished up converting a Singer 99-13 to hand crank operation last week, and I am about ready to test-sew a Singer 403A that I got from a lady that is down-sizing her machine herd.

How do you like the Kroil? I just got some this week to give it a try. So far no opinion. I haven't had it long enough to see a difference.

I call those ones "Character Builders". I've built a lot of character in the last several months...
The 31-15 I freed up had a handwheel completely seized solid. It was one of the ... uh... slidy bits that was stopping it moving. And yes, now that I've said that and you all are thinking "WTH is she talking about" I will go snap a pic. LOL!
