    that is a National made machine. National does use a spring to wind the bobbin, however it should not go over the flywheel. The motor should have two groves (and this one does) , one that lines up with the flywheel and has a belt, the outer lines up with the bobbin winder and the spring goes from the motor to the bobbin winder and is only put on when you want to wind bobbins. I think the motor may have slipped back and who ever has it didn't know to re-align it.

    Whoops thanks all. It is always good to be remined that I have much to learn. I cana't help on needles either.
    I have never seen a spring for a belt. I bet it is noisy.

    Thanks for the help on the needles. I'll look to see if I can find the proper needle and if not, drop mine down a bit. I was playing around with it yesterday and couldn't get the bobbin thread to "catch." Perhaps the needle is the problem.

    Thanks for the manual. I'll check that out also.

    Needles for National aren't that hard to find. National supplied machines for Montgomery Wards for many, many years.

    I haven't seen any in person, but here's a reference to the spring steel coil belts:

    (with reference to the McMaster Carr sales site)

    This would be good for an interchangeable-head treadle stand, as the belt could work at a range of lengths.
