Default Question about tensioner-Kenmore model 47

Seems to be getting stuck while sewing. I hear the check spring make a snapping noise every so often. Can't adjust tension correctly.

I think it must have been taken apart and maybe put back together wrong by someone before me because it doesn't "stop" either way when turning. Maybe a missing part?

    Thank you for looking.
