Default Upper Tension adjustment/cleaning on 1917 White Rotary Treadle Machine

The tension is currently correct when sewing on quilting cotton. However, the upper tension dial is almost at its loosest setting. I would think that 'normal' should be some where in the middle.

If I set the tension dial to a higher number, it is almost impossible to pull the thread through the tension mechanism even with the presser foot up. Maybe the tension disks need cleaning but how would I do that? This tension mechanism is very different from my more modern Pfaff and Juki. Those actually have 2 disks which I run floss or a pipe cleaner through in order to clean.

I am not sure how to clean this one.
